people with disabilities. we'll hear from gloria martinis from the medi-cal program from the san francisco services agency. >> thank you for having me here today. i was asked to give an overview of the changes that are happening under the affordable care act. i think gloria will be able to fill in the numbers of people who are impacted which is really helpful. amber cutler. the affordable care act are the expansion of the medi-cal program and the private marketplace or the exchanges also known and covered california the expansion of medi-cal is a huge, well, if we take a step babylonia, the affordable -- back, the affordable care act is for people who didn't previously have health coverage on inadequate or unaffordable insurance. the marketplace is supposed to fill that void. the expansion of medi-cal it truly is expanding the medi-cal practice. how it's doing that is it's expanding the coverage from adults to ages 64. where medi-cal eligibility used to be 128 percent of the federal poverty level. the expanded population of income eligibility is 80 percent. it's about a person bh

quality and effects the cost of care so with the coordinated care initiative one part is called cal medical connect the dual particle is one of 15 states selected by the federal government for some funding to create a pilot program to better coordinate care for dual eligible since medi-cal and medicaid nationally are two program that are aligned the rules don't fit well, with both programs those people that are dual eligible are people with seers health conditions and have problems getting the care they need instead of what is reimbursed some of the mississippi alignment drivers the quality of care and increased costs. the cal medical connect program is focused on dual giggles medi-cal and medicaid beneficiaries and to combine all health services plus the two into a package it's through managed care. based on the traditionally medi-cal managed care plan and in addition the pace program is offered as an option because of the history of sgrath care through the pace model and through the model the plans the capital payment for the medi-cal and medicaid services. the long term services

california and encouraging people who are eligible to sign up for medi-cal so. availability says we have to have geographically points of service with our clinic and consortium partners but they have to be valuable to the public and that is one of our challenges to make it available so it's not 6 weeks down the line to wait for a particular test. everyone is working on this we're not going to get to a end point but remain a goal. our services and programs have to be appropriate thus speaks to the issue of cultural competent. we've said it before for years. we need to continue to integrate cultural competency into all our programs it's got to be part of everybody we've got a diversity that's greater than all it's not only racial and ethnic but a definition of income we have to fit all those people. and lastly we've got to be responsive to the public it's got to be acceptable to them. we have our challenges through the patient surveys we're required to undertake for both regulatory and accreditation purposes. i know with sf general has been working with the program to improve our acce

people are current ly in the traditional medi-cal and they go over the asset limit, they will be reassessed back into expansion medi-cal. so, it's a kind of default way of eliminating a lot of that asset test barrier. except for the one critical area and this is area they need to constantly address and that is eligibility cliff that they mentioned before. that is the fact that when someone is 65, they still have to meet that $2,000 asset limit to continue to get medi-cal and support. that's really a problem. we are calling that the gift of the maji. you have to give away all your money. there is loopholes but there is a lot of positive things in it too. i want to thank you all for having this hearing and thanks to presenters for coming. thank you very much. >> thank you. any other public comment? all right. we will move to item no. 9. updates from the department of aging adult services. jason adamek. intake manager at dos. >> thank you for having me. when the speakers were talking about long-term services and support. our unit at the department of aging adult services is the cent

savings, the coordinated care initiative has two parts, one part is called cal mediconnect which is targeted for medical beneficiaries who are eligible for medicare, or also an initiative to put the long term services and supports in managed care, which is called managed long term services and supports. what is cal medi connect? as i mentioned cal, medi connect is really a partnership between the federal and the state government to coordinate the care for medicare and medical beneficiaries who are elible for both programs. and the full range of health services and long term services will be included in a single benefit package and managed by the benefit care programs and one of the reasons that it was created in the federal and state level is because medicare and medical and medicaid at the federal level have a lot of financial misalignments that result in poor quality care for consumers and misalignments that make institutional care, being reimbursed sometimes when the home based services are not reimbursed so not only will it result in poor quality but also higher cost so this pro
